The ASP appointment deadline for large businesses in the UAE is 30 October 2026. If your annual revenue is AED 50 million or more, you must appoint an Accredited Service Provider (ASP) by that date and be ready to issue e-invoices from 1 January 2027.
The Ministry of Finance has already moved the ASP appointment deadline once, from 31 July, and it has confirmed that go-live has not moved. This guide explains who is affected, what a missed date costs and how to act before the ASP appointment deadline arrives.
What is an ASP, and why does the ASP appointment deadline matter?
An Accredited Service Provider is a company approved by the Ministry of Finance to send, receive and validate e-invoices for your business and to pass the tax data to the Federal Tax Authority (FTA). The UAE uses a Peppol-based five-corner model, so invoices cannot go straight from your accounting system to your customer.
They must be structured data, and the FTA’s e-invoicing page is clear that PDFs, Word files, scanned copies and emails do not count as e-invoices.
The ASP appointment deadline matters because every later step depends on it. ERP integration, data mapping, testing and staff training all begin once you have a provider. In May 2026 the Ministry of Finance extended the ASP appointment deadline after reviewing market readiness and business feedback on pricing and technical options.
The go-live date stayed fixed, which leaves only about two months between the ASP appointment deadline and 1 January 2027.
Key dates: ASP appointment deadline and go-live
| Business group | ASP appointment deadline | E-invoicing go-live |
|---|---|---|
| Revenue of AED 50 million or more | 30 October 2026 (was 31 July 2026) | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
A voluntary pilot opened on 1 July 2026 for businesses that wanted to start early. Fines apply to businesses that must comply, not to voluntary participants.
Who must meet the ASP appointment deadline?
The earliest ASP appointment deadline applies to every person subject to the Electronic Invoicing System whose revenue is AED 50 million or more. The FTA has repeated this date publicly. Three points catch businesses out:
- VAT registration is not the test. E-invoicing applies to businesses carrying out transactions in the UAE whether or not they are registered for VAT. Participation runs through a Tax Identification Number (TIN), and a business without one must obtain it through EmaraTax.
- Each legal entity counts separately. Inside a VAT group, every legal entity uses its own TIN.
- The threshold wording differs. The Ministry’s announcement refers to revenue exceeding AED 50 million, while the FTA says equal to or exceeding. If your revenue sits close to the line, confirm your position before assuming you fall in the later group.
What happens if you miss the ASP appointment deadline?
Cabinet Decision No. 106 of 2025 sets a published penalty table. Failing to implement the system or appoint an ASP on time costs AED 5,000 for each month, or part of a month, of delay. The other fines show how quickly exposure builds once you are live:
- AED 100 for each e-invoice or credit note not issued and transmitted on time, capped at AED 5,000 per calendar month.
- AED 1,000 per day, or part of a day, for late notice of a system failure.
- AED 1,000 per day, or part of a day, for failing to update changes to your registered data with your ASP.
Because the monthly fine applies to part of a month, a delay of a few days can still trigger a full AED 5,000. That is small next to the cost of disrupted invoicing in January, when billing volumes are high.
How to appoint an ASP through EmaraTax
The appointment itself is made by the taxpayer on the FTA’s EmaraTax portal, not by the provider. The usual sequence is:
- Confirm your TIN for each legal entity, and fix any gaps in your registered details.
- Shortlist providers from the current list of pre-approved and accredited providers on the Ministry of Finance e-invoicing page.
- Agree the commercial terms and scope of work with your chosen provider.
- Log in to EmaraTax with UAE PASS or your registered credentials and select your provider in the e-invoicing section.
- Complete onboarding with the provider, including ERP connection, field mapping and test invoices.
You can appoint only one ASP, and it handles both the invoices you send and the invoices you receive. Selecting a provider on EmaraTax does not finish the job. Integration and testing must still be complete before 1 January 2027.
How to choose an ASP quickly
Speed matters, but a rushed choice can cost more than a late one. Check these points before you sign:
- Accreditation status. Pre-approved and fully accredited are not the same thing. Check the Ministry’s live list and ask for the date of accreditation.
- ERP fit. Ask for proof of working connectors for your system, whether that is SAP, Oracle, Microsoft Dynamics or an accounting package, rather than a promise of custom work.
- Security and continuity. The Ministry’s accreditation requirements include Peppol certification, ISO/IEC 27001 and ISO 22301 certificates, so ask to see them.
- Platform ownership. Since the May 2026 amendment, an accredited provider can deliver through a third-party technology partner. Ask which company runs the platform and who answers to the Ministry.
- Onboarding time and support. Ask how many weeks the provider needs from signature to live testing, and what service levels apply when an invoice is rejected.
- Pricing structure. Compare per-invoice, per-user and fixed fees against your expected volumes.
A practical plan for the days left
Counting from 8 October, you have 22 days. A workable plan looks like this:
- By 15 October: confirm your revenue cohort, list every invoice flow (sales, intercompany recharges, credit notes, supplies to government) and shortlist three providers.
- By 22 October: run demos, test ERP compatibility, collect security documents and settle contract terms.
- By 29 October: sign, appoint in EmaraTax and check that the appointment shows correctly. Treat 30 October as a safety buffer, not a plan.
- November and December: map your data to the mandatory invoice fields and the Ministry’s e-invoicing guidelines, test with your provider, and train finance and sales teams. Review your accounting and record-keeping processes at the same time, because clean data reduces rejected invoices. If you are also preparing for corporate tax compliance, keep your invoice and tax records aligned.
What if your revenue is below AED 50 million?
Your ASP appointment deadline is 31 March 2027, and go-live follows on 1 July 2027. The FTA has urged all in-scope businesses to prepare early, and the same preparation applies: confirm your TIN, tidy your invoice data and shortlist providers. Smaller businesses also benefit from watching how large taxpayers fare in the first quarter of 2027.
Frequently asked questions
What is the ASP appointment deadline for large UAE businesses?
Businesses with annual revenue of AED 50 million or more must appoint an ASP by 30 October 2026. The Ministry of Finance moved the date from 31 July 2026 by amending Ministerial Decision No. 244 of 2025. Mandatory go-live is still 1 January 2027.
Will the ASP appointment deadline be extended again?
The Ministry has not announced a further extension, and it has said the go-live date is fixed. The first extension followed a review of provider supply and pricing. Plan on the basis that 30 October stands, and avoid leaving the appointment to the last day.
Does appointing an ASP mean my business is compliant?
No. Appointment is the first step. You must still connect your ERP, map your data to the required invoice fields, test with your provider and be ready to issue structured e-invoices from 1 January 2027.
Can I use more than one ASP?
No. A business appoints one ASP, and that provider handles both sending and receiving. Choose a provider that can support all your entities and invoice types from the start.
Does e-invoicing apply if I am not VAT-registered?
Yes. The obligation applies to persons carrying out business transactions in the UAE regardless of VAT registration, unless an exclusion applies. You need a TIN to take part, so unregistered businesses should start by obtaining one.
